Even some of the most basic functions require paid apps to be able to carry them out.
Over the years I've used many different cart solutions, I moved over to Shopify from Magento for ease of use. During my free trial I had invested a lot of time importing products etc and only realised the paid apps issue as the site went live and I started using it more and more.
I'm about 2 years in and today I've found out that I am now expected to pay $20 to be able to export HS Codes from my product data to .csv.
So when is enough? $50 $100 $200 of paid apps per month to be able to run your site correctly?
There is no way to answer this question for you. The better way to look at it is as a percentage of your revenue. Currently I pay over $400US for apps for my website but I generate over $70,000 a month. To me, that is reasonable.
