You can create a new section for this,
Duplicate the code of announcement bar section.
Then make schema changes accordingly, and then use css for the design as you want.

Hi ,

I tried duplicating the existing announcement bar code , it is not working . I cannot view the newly added section.

Unable to add see in admin or front end, in admin have to check the name which you added for the section.
