How to add underline to text on header announcement bar?

Hello, I would like to add an underline to some text on my announcement bar. Make it look like this > Learn More.

You can try writing with html tags. Here is an example:

Hey! I tried this and another variation, neither work. It just showed the code on my site page. Is there a way to edit the announcement bar text through "Edit code" for the entire site?
