How to apply discount code on Compare at price instead of Sale price

Hi, I would like to apply EXAMPLE discount code on Compare at price. 
Example: 
Product name: T-shirt
Sale price: $20
Compare at price: $25

So, is it possible to apply the discount code on Compare at price($25) instead of Sale price($20) ?
