How to change cart checkout to 'Request order' and take payment later?

I'm looking to setup my store so that people can browse items, add them to their cart, and then 'request' the order

I could then manually confirm/reject the order and then based on that the customer is sent a payment link via email

Is this possible? I'm happy to install apps and write scripts

There's automation tools like mechanic to convert carts to draft orders.

For B2B , stores on shopify Plus plans can set companies to only be able to create draft orders at checkout.
