How to disable free shipping for specific members using tags?

Hi team, we offer free shipping on all our products. We are implementing a membership app that uses tags to apply special discounts to members. However, we cant offer free shipping for any customer that has those tags applied to them. We found this script that might do the trick, but not sure where it goes and if it would work. Does anyone have any suggestion or experience using scripts? Any suggestions are welcome.
