How do I set a discount for one item with a minimum purchase amount that applies to all products? Why is Shopify only counting the discounted item in the minimum purchase amount?

This can be done via Shopify Function apps.  For example Every Possible Discount App

Using this app, create a "Conditional Discount" with Cart Qualifier as the condition that a cart must fulfill for the discount and the discount item selector as the condition for the product which you want to discount. Below is the screenshot of the settings.
