Why are HTML entities showing in meta descriptions on some machines?

Hi -- I have a strange experience with HTML entities and am wondering if anyone else a different perspective. 

In my browsers (on two macs) all of the meta descriptions render correctly.  However,  two others  (On PC's) have sent me screenshots from chrome and Edge browser that shows the Meta Descriptions are displaying html entities 

for example: 

On my machine:

D'nish Thai Dream

On his machine:

D #39; nish Thai Dream

I had to fake the above because the HTML Encoder on this forum converts the entity correctly as an apostrophe.   These codes appear in page titles, og descriptions, product descriptions, meta descriptions etc. 

Using strip_html hasn't helped.
