Firstly, I'd like to clarify that here on the Shopify Community we are unable to access your account or access any of your billing details. However, I can explain the next steps that you can take to troubleshoot this and to receive the correct assistance.
A charge for $39 does indeed sound like it could be the Basic Shopify monthly subscription charge. Is it possible that you signed up to a free trial on Shopify and added your payment details? To clarify, even with the $1 per month promotional period, after the promotional pricing finishes you will automatically move over to the full priced plan which would be $39 per month if the Basic Shopify plan is selected.
If you still have access to your store admin, then that means your store is still active. Feel free to navigate to the Settings > Billing section of your store admin to view detailed information about your invoices and charges. You can close your store at any time, and you will not be charged for future subscriptions. We have instructions on how you can do that here.
