Is there a way to make the following button in this image clickable? 

When I download it as .webp it opens in the browser and the button is clickable but when uploading to Shopify it just becomes a regular image:

Regarding your issue, it is an image. You cannot add an external event because it would interfere with the store's code logic. You should use the available sections of the theme, as these are optimized functions that are best suited for the store.
