International shipping - Shopify charged customer for USPS but won't allow to ship this way

Shopify charged a customer from Australia $17 to ship via USPS from the US.  However, when I choose this option, says USPS isn't allowed to customer location and next option is a $40 from UPS.  Why would Shopify already charge customer knowing can't ship?  Anyone else have this issue before?  Thank you.

Though Shopify is integrated with USPS, this issue is from the carrier side. USPS suspended most international mail delivery to Australia from September until further notice due to the combined effects of a lack of transportation and COVID-19 restrictions.

I know my response is late, but I just ran into the same problem and found a work-around by shopping through the 'Pirate Ship' app.
