Inventory US and Canada, items available regardless

• I have 2 Inventory Locations set up : Quebec (Canada) and Georgia (USA)
• I have 2 Markets setup : Canada and USA 
• Case: for one item in particular, I have Inventory of : 0 in US (Georgia), 100 Canada (Quebec). Potential buyer is located in Quebec. On my store, the item is listed as "Coming Soon" 

How can I make my items allways available for US and Canada customers, as long as I have a least a total inventory of 1 regardless, if it's location?
