Is Carrier Calculated Shipping still free with annual plans (specifically Shopify Basic)? I can find some old forum posts (from circa 2016 and 2017) and a few notes in third-party App documentation, but I can't find any official documentation on the Shopify site or pricing page to support this.

You will need to speak to our support directly so they can enable the feature for you; however, if you've switched to annual billing it will be automatically enabled. I'm more than happy to do this for you, just let me know and I will reach out to you directly!
