Is Shopify plus required to access pickup point generator functions?

Hello everyone,

I am a developer wishing to develop and make my app available in app store for all merchants to use, but I also use few functions like pickup point generator functions that seems like it is available only for shopify plus merchants.

Does anyone know how to provide app for all non-shopify plus merchants into app stores as custom apps that are developed using certain functions that are available only for shopify plus customers?
