There are many ways to address this issue, which indeed represents a huge amount of lost revenue.

I'll just suggest one: Retargeting! 
Retargeting ads are focused on users who have been on your website before but haven't purchased yet. This is by far, the most efficient form of advertising of terms of ROAS (Return on Ad Spend) and can convert a significant part of abandoned carts.
