Language selector is gone from the theme editor

Language selector is gone from the theme editor - and I don't mean the user facing one. There was a language selector next to the page selector. The theme default one is English, but I only modified Lithuanian and now I cannot access Lithuanian page data anymore (although it still works on my website, because I only use Lithuanian).. Now when I click customize theme, it gives me english (default) version

-Add ?locale=lt to the editor/preview URL
Example
/admin/themes/1234567890/editor?locale=lt
-Use preview mode or Translate & Adapt app
- Add language Settings > Languages, then use URL tweak
- Check app settings

Hi, thanks for your response, but sadly it doesn't help.. 

It still shows the English version of settings - for example under Announcement Bar, I had a few several messages in Lithuanian and now I cannot even access them to change or remove them (even though they are shown in the online store as LT is the only language available on the website).
