Link to Checkout On Customer Account Page

Good Afternoon Folks, 

I have tried to add a link for customers to pay their outstanding balances (see in photo). once payed the option to pay balance goes away. 

All customers submit orders without payment and pay later. 

However when the customers click the link in photo below it directs to the order page rather then the cart page. 

Is it possible to direct them to pay their outstanding balances?

I tried using the code from the invoice email, however this did not work.

I also want to know about that this is big problem or us to if you find any solution i also want to know about that...
