i have active return policies and return rules. I tried to match return days(ex: 15 days on shopify and 15 on merchant, but still wont work) also tried "no days limited"

Make sure your returns policy on the website is legally complete as well. How many times I see missing details is a lot. To ensure you are legally compliant, get in touch with a legal expert, or use an online company that generate policies for you.
