MN sales tax being charged on apparel

Is anyone else having problems with MN sales tax being charged on apparel that is coded in your store as tax exempt?  I have tried for two weeks to get a resolution from Shopify and Avalara with no response and am now sending free items on MN orders being charged incorrectly to keep customers happy until I can refund the tax.
