My partner account is not considered the store owner when creating a development store

Hello, I could use some help. Whenever I create a new development store, a new account is created as the store owner instead of using my partner account like normal. The store shows up in my partner dashboard but when I go to my account profile it does not. I am also unable to use the Shopify CLI to do things like edit themes because of this.
