need secondary menu at top of webpage

I need a secondary menu at the very top of my webpage. I am using the Dawn theme. Any ideas on how to get it there would be great!

Note: I am not needing help with a main menu, but one that would be above that menu at the very top of the webpage, almost like a footer menu
