New products & back in stock items together in a collection?

I have a "new arrivals" collection on my site which is as it says, simply new products we've added sorted by date. It's ok but I'd love to be able to create a collection that also includes products that are back in stock. 

We have a selection of items that because they're handmade can have lead times of several months so when they come into stock I'd like to treat them almost the same as a new arrival but I can't figure out if it's possible to combine new arrivals with products that were out of stock but are now available again. Is it possible using a combination of the built in collection options?

Agreed, I'd like to have a section to display items that have come back in stock.  We have an app to notify people who've put in requests, but it would be nice to have a section highlighted on the landing page.
