Order Cutoff time

Good Morning!

Does anyone know of an app or another solution to add a 2pm EST cutoff time to orders and the ability to add a fee if the would like to "RUSH" the processing of the order.

This surely is achievable, you can use a combination of the below apps to create an urgency for the 2 pm EST timelines and add in a surcharge if need be:

For surcharge, you can use apps such as 

https://apps.shopify.com/product-fees

There may be other apps on the same underlining principle in the app store. Once you browse through them, you will start getting other suggestions.
