order not eligible for shipping label creation

hi everyone, im testing my store before i open it to the public and was testing how orders work (keep in mind it's my first shopify store). i got to a point where i made an order (i created a 100% discount code, not really sure if it's the best way to do it, i know you can create an order directly from the panel but this is the way i found to go through all the ordering process). After receiving the order on my order page i go on it and click on create shipping label but it keeps saying to resolve all the errors before going ahead, i created another order and tried to do a shipping label creation in block and got a red critical error saying "no order eligible" and have tried multiple soluctions found online but they don't seem to work. keep in mind i turned off automatic fulfillment.

So for the order i tried many things. I tries ordering with my home address, i tried using another address, i tries with 100% discount code and tried charging client credit and laying with that. i did it with shop password on and off. i added new product from scratch with weight because the old ones had no weight. for shipping profiles i have selected free shipping in the zone of address (italy). i hope we can find a solution because i don’t really know what to try next
