Order Routing Issue - Physical Inventory vs. Printful

I am having an issue where I prioritize my physical inventory location for an item that is on-hand, but the order is still getting fulfilled by Printful, even though my physical inventory location is properly ranked in a higher group in Order Routing rules. Has anyone had this problem? I cannot find a solve.

I verified the inventory is available in both locations.
