On 11/14 I was looking for the 11/12 orders using API url. I could not see any orders placed on 11/12 morning before 11:00 am. Also I can see orders for 11/11. I am located in EST.
admin/api/2021-10/orders.json?status=any&created_at_min=2021-11-12T00:00:00&fields=created_at

Never mind. I forgot to put limits.
dt_string = now.strftime("%d-%m-%Y")
td = str(dt_string)
admin/api/2021-10/orders.json?status=any&created_at_min=' + td + '(-05:00)&limit=250
