Out of country alert

I currently only ship within the US. I find that a lot of out of country customers will make it to checkout and be frustrated that we don't ship to them (they send me emails and comment on social).

Does Shopify have a popup that utilizes IP to tell customers that are outside the US that we don't ship to them? or is there an app that can do this?

Any other suggestions would help!
