Paypal Payments Pending

Others have had similar issues - I am receiving payments to my store fine unless they are PayPal Express - in which case they are getting stuck on pending. Some are still pending over a week after the transaction. I have to fulfil the order within 24 hours so I can't just sit for weeks, I have to process the orders...

I have tried all the suggested solutions elsewhere - the money is not sat in my Shopify account or my PayPal, it is in the ether of pending! This is only occurring with PayPal Express and the following notification:

PayPal Express Checkout is still processing this order's payment. To make sure you get paid, wait for the payment to be successful before fulfilling this order.

Somebody please help!

I've had this issue since November, hundreds of dollars stuck on Pending and I've already shipped all the orders. Shopify support has not been of any help.
