Problem with a Shopify Partner, made the payment but not received the service

Hi,

My store's speed dropped from 52 to 39 after i have listed many products. So I wanted to get a help from a shopify partner. Who we can trust right?

I found a partner, 9sleek, looks like they are located in Miami (I live in FLorida), connected to them. They sent me a payment link. Made the payment, Gave them my store entrance code. And waited and waited. After 10 days I send them an email. No reply. Send another one no reply. Checked their profile again on Shopify another merchant is also complaining about them not doing their job (when I hired them this review wasn't there and they had 380 good reviews). I cancelled the permission and wrote to them again. Checked my bank statement, The payment was made to someone in United Emirates not in Miami.

I wrote to Shopify and they say they can't help. My bank says there is not enough documentation to get the money bank. And I am not a successful shopify store who can afford to pay $79 for nothing.

How am I going to get my money and most importantly why this store is still a Shopify partner?
