Im having a problem with my collections. Every collection i make links to a collection called "pre-fall/23" so i can't make any changes to the new collection without it affecting "pre-fall/23".
I have tried deleting and creating them again and nothing works.
Any ideas?

Good now. Add products to your new collection. And on home page link this new collection on the section that you are trying to redirect users to from home page.
You are assigning the same default collection template to the new collection you created so the link that you have is coming from the first collection template.
To solve this, go to online store -> Customize -> From the Top search bar -> "Go to Collections".
Then you will see a "Create Template" button.
Click on that and name your new collection.
This creates a new collection template for you.
Now you go back to the new collection template (Products->Collection) you created and under Theme Template assign your new collection template that you just created.
Then, go back to the Customize -> Collections and click on the new collection template you created and start adding the things you need for this new collection template.

i have different theme templates made but i always have to "Base" the new template on another one.
Not sure what you mean? The screenshot you posted is a home page template. If you want to redirect your customers to different collection on the screenshot you posted, just put a new collection url link on that section. They will then get routed to your new collection template.
If you can add more context, give more screenshots and give more explanation, it would be better to sort this out properly.
