Regarding Shipping Label Charge

Hello Developers ,

I have made one shipping public app in shopify and we have shipping label for each order and the price will be vary based on location and item,
so how can I charge them ?
I will have two module, 1) postpaid 2) prepaid. It will work fine with Postpaid because customers will get billing directly from us but if I want to sell my shipping service globally then I must have an option to charge Online retailer by label.
