My payment of shopify billing subscription fails again and again. I added visa debit card, It connected easily from my store but fails to pay bills. Tell me the problem OR my mistake, please resolve my issue as soon as possible.

Can you tell me what error you're seeing if any? A screenshot is also helpful if you have one. Please note for Shopify billing you need to follow the below requirements;
Must be cobranded with VISA, Mastercard, or AMEX and able to process recurring, international transactions in USD. Hybrid debit/credit cards for these brands are supported. Please see the Guru card above for more information.
Prepaid cards are not supported, but may sometimes work. Virtual credit cards are not accepted.
Must be capable of accepting charges in your billing currency
Must be capable of making online purchases
Must be capable of accepting recurring billing
Must have appropriate funds available
Must enter billing address and details the same as what your bank has on file
Must not have a restriction on how much the bank will allow to be processed at once
