Search and Discovery app adding manual related products not working

I'm kind of perplexed right now as to how this is supposed to function, but in my search and discovery app, when I add related product manually, only the auto-generated products will ever show. And those products aren't so relevant.

In the two screens you can see the list of manually added products in the product's editing screen, but when you go back to the main list, they don't show. Likewise on the front-end site.

Is this a bug? I am on a development instance so is this some sort of limitation? Help me out.

Ok it's because those products are out of stock. Any possibility of including out of stock items?
