Sending editable pre-built cart to customers

Is there a way to send a pre-built cart to a user (like a draft order) where they are taken to the CART page (not checkout) and can edit the items and quantity before checking out?

I've tried the draft order route or building a cart and grabbing the cart abandonment link but both take the user directly to the checkout so they cannot add or remove items without starting over.

Has anyone found an app or workaround to make this work? Thanks!
