Set up locations not showing under PICKUP locations

Hi everyone, I have set up 4 different locations and 1 is fulfilling online orders. I wanted to set up the rest 3 as pickup locations, but when I went to Shipping and tried to set up pick up locations, only the one that offers online orders fulfilment is available, the other 3 disappeared. Can you please help? Thank you!
