Hey, I want to start a new store with a friend of mine. In order to work on it, i' want to select a plan and for that i have to put in my paypal for billing. If I now share my account so we can both work on it, he cannot see my payment information, but can he harm me in any other way just because I did put in my billing? Like buy themes etc, somehow spend money from that paypal account? Thank you for the answers!

Great question!
If you are the store's account owner, then you can assign or restrict special permissions for staff members. For example, you can add your friend as a staff member on your store as mentioned here and then restrict them from viewing your billing as outlined in the 'finance' part of the help centre guide here.

Ok I niw did that and now what permissions should I not give him in order to prevent him from being able to spend money from my connected billing account?
You would need to remove their permissions to view and manage your billing. Go to Settings > Users and Permissions > Staff, then select the staff members permissions that you want to edit.
Head to Store Permissions on that page and remove their permissions under Finance, as per my screenshot below;
