Shipping rate based on zones with free shipping

Hello,

I am looking for an app to help me set up my shipping rates properly.
My store sells live aquarium fish, aquarium plants, and dry goods such as fish food, equipment etc.
We only use flat rate.

I have 4 zones with different flat rates.
I have 2 free shipping rates, and 3 normal flat rates.
-1 rate for Free shipping over $120 for anything in "Live Plant" Collection only.
-1 rate for Free shipping over $120 for anything NOT in "Live Fish" Collection. (So dry goods and plants qualify)
-3 flat rate shipping options
-- Standard, Express, Overnight.

I also have a shipping profile created for heavy items which do not qualify for any free shipping. I also do not mind charging additional shipping costs for heavy items. (I think Shopify's built-in shipping profile solves this, but unsure if any apps you guys recommend will be conflicting.)

I created an example chart below for Zone 1: Ontario.

The app looks like its going to cost me too much, i just installed the trial to see and A) its a little bit complicated to set up. B) it looks like im going to need 3 carriers per zone of 4, so im going to need 12 carriers which will cost me $600 a month? Crazy.

Unless i am setting it up wrong, i'd appreciate your help in walking me through on how to achieve my above request if i'm able to to utilize the app at Essentials, or starter plan at the most.
