Shopify charge back policy inconnection with SHOP app

A very weird Shopify policy that is still till this day ongoing with what looks like no plans to change it regarding chargebacks and the SHOP app. known that ANYONE for any reason whatso, can file a charge back these days, yet even when the store wins the charge back especially when it is protected by SHOPIFY IT SELF, yet just because it was filed by the customer it will through off the stores 1% threshold for qualifying to activate your store on the SHOP app, which obviously effects the stores sales. 

Making it worse it takes 6 months just for the system to review it again.
