Shopify Non-transferable Store

How can I remove it or make the store transferable again?

As far as I understand, once a shop is marked non-transferable, it's not possible to go back. This usually happens when a development store has certain development only features added or enabled. You will probably need to create a new shop to be able to transfer it.
