Show pop up ad only to returning visitors?

As per the title - We want to show a pop up ad ONLY to return visitors to the site. I.e. A customer that visited the site earlier in the day/week/month but did not place an order.

Are there any Apps out there capable of this?

This might solve your issue.

If not then you can create the custom code for your store.
