[SOLVED] Shopify Cookie Consent Blocking Google Ads Tracking? Here’s How to Fix It

Im writing this since ive had issues with my google conversions for 4 months now all due to this one tiny setting blocking my cookie consent and in turn costing me thousands in lost conversion data for my google ads

If you’re running Google Ads & GA4 tracking in Shopify and notice that your conversion events (Add to Cart, Begin Checkout, Purchase, etc.) aren’t showing up, even though users are accepting cookies, this post is for you!

I recently fixed this issue, and it turns out that Google Tag Manager (GTM) was overriding the consent settings, preventing Google from tracking conversions properly. Here’s how you can fix it:


Issue:

Even after users accept all cookies via the Shopify consent banner, the Google Tag Assistant shows that Google Ads tags (Conversion, Remarketing, GA4) are still blocked (denied) on checkout pages. This causes missing conversions in Google Ads and affects campaign optimization.


 Step-by-Step Fix: Check Google Tag Manager (GTM) Consent Settings

Go to Google Tag Manager

Click "Tags" in the left menu
Find and click on any Google-related tag that could be blocking user consent

  • Look for Google Ads Conversion Tag, Google Ads Remarketing Tag, GA4 Configuration Tag, or any other related tags
    Click "Show More" in the tag settings
    Look for "Override Consent Mode Defaults"
    Make sure ALL the settings here are fully turned OFF & disabled
  • If enabled, these settings can override the consent users give and keep blocking Google tracking

How to Test If It’s Fixed

 Open your Shopify store and click "Accept Cookies" in your banner
 Use Google Tag Assistant to inspect tracking
 Click on each Google Tag (Ads, GA4, etc.) and go to the "Consent" tab
If any tag still shows "denied", then GTM is still blocking consent
After applying the fix, refresh the page and check again – it should now allow tracking


Why This Works:

By default, Google Ads and GA4 rely on Consent Mode to determine whether they can collect user data. If Google Tag Manager is overriding it, it forces tracking to stay blocked, even when users accept cookies. Turning off the "Override Consent Mode Defaults" setting ensures that consent is correctly respected, and tracking works as expected.


 Final Thoughts:

If you’re not seeing Google Ads conversions (Add to Cart, Begin Checkout, Purchase) in Shopify, or if GA4/Google Ads is still blocked after users accept cookies, check this setting first!
