Sorewide FREE SHIPPING at set value & other discounts

Hi Everyone,

We offer automatic free shipping at a set order value. All good.

The issue is other discounts. I am getting customers using our highest % off & the storewide free shipping kicks in. This combination is killing margins. How do I stop this from happening?
