Starter plan shipping - help needed

I am currently on Shopify Starter plan for my small business and I got my first order today. 

Now I'm faced with this situation where I do not see any shipping services under the corresponding section of "Create a shipping label". 

And therefore, "buy shipping label" button is inactive. 

With the Starter plan, do I ship packages manually (by going to the post office, etc.)? Or is there a way to buy shipping labels and just drop the package off at the carrier post office?

so now how do you ship them? can you please elaborate cause I'm trying to start a new small business

Same issue here but when doing test at checkout, the shipping method says:

Shipping not available

Your order cannot be shipped to the selected address. Review your address to ensure it's correct and try again, or select a different address.

And the thing is if you do them manually or by your own, the regular shipping rates are way higher than shopify discount shipping rates.
