This comes up when the customer's email is associated with an account in Shop and they're attempting to use the new account login flow. A workaround is to instruct them to click "Continue without Shop", and then to paste the code. You may also temporarily enable classic accounts to work around this conflict.

I had to enable Classic Accounts and then enable New Accounts again to be able to "fix" the error. There was no way for my customer to log in, even after deleting cookies, changing browsers, etc. Thank you for the input, though — now we know!
