trying to get tap and chip blueooth connection to android tablet

i have blueooth on.  device is even paired in bluetooth settings.  app won't see or connect.  just quickly flashes that it's scanning then goes to Couldn't find card readers.  any ideas?  app does have blueooth permissions on.
