Updating Add to cart text with different wording and a link to product page

I need to update Add to Cart on some products, not all, to read 'Make an Enquiry'. This then needs to link to the product page and not add a product to the cart. These products are commission only. I have tagged these products 'No Online Purchase' and they use a specific template enquiry-form-product which has the add to cart button removed and replaced with an email link. The price needs to show.
