Way to charge for shipping only when certain carriers are required. ( AusPost )

Is there an app out there that will allow me to only charge shipping for orders that need to go with Australia Post?

when the order is going to a po box or parcell locker or even if it is going regional.

I hate to punish these people but Auspost rates are so high and my subscription has a flat rate shipping built in that Auspost always blows out.
