webhook fail

Hello guys good day, I just want to ask about the shopify webhooks. so a little history before the problem occured, the webhooks are working very well the past few months. Suddenly the webhook got deleted but we just created again the webhook, when we test it on our local using ngrok it works, but when we deploy the api and get the endpoint put it on the webhook it seems not working. like literally it doesn't store data to our database what might be the problem? also I just found out that the SSL certificate is expired of api endpoint,maybe this SSL certificate expired is the reason why our webhook is not working?
