What should be changed about my products to fix 'Missing Tax Information' on Google Merchants

It will not let me post Google Ads through Google Merchant until I fix the 'Missing Tax Information' issue applied with all of my products. However we are far from reaching the VAT thresh hold, so I don't understand what I should have to do. What can I do in shopify (or Google Merchant) that will solve the issue.

You are located in the UK, if Google merchant center asked for tax settings, that means either you setup the account in the US, or with a US IP, or you added a US business address, this triggers the tax requirement.
