When will the failed Installments payouts be resolved?

When will the issue with failed payouts specifically from Shop Pay Installments finally be resolved? It's been over 2 weeks since the customer bought their item, and we still don't have our funds. We have disabled installment payment option now for future orders, as this has held up cash flow and we cannot close out our monthly books for Jan either. At this point, this feels like a breach of TOS. What recourse do merchants have who are still waiting on these funds?
